Title: Social Development and State Building in Afghanistan During the Soviet Period, 1979-1989: Lessons Learned from the Soviet Experience in Afghanistan

Abstract: This Technical Memorandum provides an overview of the major social and state building policies implemented by the Soviets and the pro-Soviet Afghan regime in Afghanistan during the period 1979-1989. Its objective is to inform the current NATO ISAF mission in Afghanistan about the lessons learned from the Soviet social and state building experience. The research is based on Russian and English language sources. The study shows that the Soviets and the Afghan regime experienced difficulties operating at the district level, and that they failed to engage a sufficient number of people in these processes. Although they made significant efforts in the areas of social development and state building, traditional social divisions and values undermined the new socio-political model.
