Abstract
The study (1st of 4 parts) is a synopsis of the views presented in papers and discussions at a conference on "The Great Powers Military and Strategic Involvement in the Middle East and the Persian Gulf, Comparative and Policy Implications", held at the Center for International Studies, Cornell University, April 21-23, 1977. All the papers read at the meeting will be edited and included in a book expected to be published in 1978. However the author believes that the subjects discussed (by some of the most respected experts in the fields) at the conference -- military intervention, foreign base acquisitions, arms transfers and nuclear proliferation -- demand immediate attention.
