- Abstract
- Measuring the effectiveness of complex systems and programs is discussed in general terms. The relevance of specifying objectives in quantitative output terms to devising appropriate measures of effectiveness is emphasized. The whole process of defining objectives, determining measures of effectiveness, identifying deficiencies, and deciding how to meet the deficiencies, is discussed as an evolving procedure that may be described as a dynamic compromise process.
