BASE OCCUPANCY STUDY: DEVELOPING A SINGLE QUARTERS OCCUPANCY MODEL

Abstract
Directorate of Construction Engineering Requirements (DCER) and Directorate of General Personnel Services (DGPS) jointly initiated a base occupancy study based on the belief that there was a need for better accommodation management on bases, and that the assessing of single quarter requirements for a base would benefit from the developing of a statistical model for estimating occupancy rates. The purpose of this report is to summarize how the study was conducted and discuss the methodology used for developing the model. Specific topics covered include, designing of a daily record sheet (and monthly unavailability summary), data collection, ratio estimation, and potential applications for the output from the model.
