Abstract
The staff note is a survey of the methodologies used in some of the major secondary works in which attempts are made to measure Soviet defence expenditures through the use of unclassified Soviet data. Since the official Soviet figure for defence expenditures is thought to exclude certain types of defence expenditures, the problems of estimating "total" Soviet defence expenditures are examined. After this some of the difficult methodological problems of US/USSR defence expenditure comparisons are considered. The methodologies used by SIPRI, ACDA, and the IISS to calculate Soviet defence expenditures are summarized and problems of estimating the "opportunity cost" of those expenditures are also briefly examined. The overall methodological problems mean that estimates of Soviet defence expenditures must be considered as having wide margins of error.
