Abstract
The term "political consultation" is defined in the report, followed by descriptions of the development of political consultation in NATO, the processes and machinery for the activity, its effectiveness, and possibilities for the future. The principal aim is to determine how the system works and what its shortcomings are. A second objective is to provide descriptions which might help the general reader and government officials to better understand an organization which, for security reasons, is closed to most people.
