Abstract
The current negotiations on MFBR are analyzed in the light of Russian and American approaches to arms control in Europe since 1955. The West had applied the theoretical concepts of arms control, evolved from 1958 to 1965, to the problem of lessening the danger of surprise attack in Europe, and attempted to translate the resulting proposals into East-West agreements, without success.
