Abstract
The paper lists chronologically significant proposals and counter-proposals related to the START and INF negotiations from 1979 until December 1983. The chronology provides the details of modifications in U.S.-Soviet negotiating positions over the past four years. Annex A covers those proposals pertaining to strategic arms reduction offered after the signing of the SALT II treaty in 1979. Annex B catalogues those INF proposals offered after the announcement of NATO's "two track" decision in December 1979.
