Abstract
The paper analyses the issue of the vulnerability of US and Soviet ICBMs to disarming attacks - the so-called "counterforce problem". It does so from the perspective, first, of the importance of this question for the stability of deterrence, and second, from the point of view of existing and future Superpower capabilities.
