Abstract
The security of NATO's Northern Flank has posed particular problems for the Western Alliance. Norway's cautious position within the Alliance has made it increasingly difficult for NATO to ensure the integrity of this vital region in the face of the enhanced Soviet military threat. If the Soviet Union is able to turn NATO's Northern Flank and interdict the North Atlantic sea lanes of communication which NATO must use to transport reserves of manpower and equipment to Europe, NATO may be placed in an extremely difficult position.
