Abstract
The project report summarizes the main points from a study undertaken for the Ministerial Committee on the Use of the French Language and Francophone Participation in the Department of National Defence and in the Canadian Forces (CF). It describes the steps necessary for augmenting the participation of a target group within a front-end loaded system such as the CF, by comparing historical trend data for officers and non-commissioned members (NCMs). It shows that Official Language (OL) policies have been effective in increasing francophone participation throughout the rank hierarchy. While NCMs have achieved francophone participation goals, still more time is necessary for officers. These are good indications that OL goals will be achieved.
