Abstract
In early 1993 the Chief of Research and Development (CRAD) formed a working group to identify and report factors that might stimulate the creation of productive Research and Development arrangements among Federal Government, Academic, and Private Sector organizations. The working group comprised representation from National Research Council of Canada, Public Works and Government Services Canada, the Natural Sciences and Engineering Research Council of Canada, Natural Resources Canada, Canadian Universities, and both small and large business enterprises. This report describes the discussions of the working group and their findings. Four main recommendations are offered, suggesting the establishment of a strategic Science and Technology overview process for the Department of National Defence, a revision to the application of standard Federal Government contracting practices, the establishment of a business development function for CRAD and measures to improve the general awareness of CRAD and its programs.
