Abstract
A brief review is given of the development of relations between labor and management and it is suggested the PPBS, planning, programming and budgeting system, is an evolutionary outcome of the movement by government and labor away from a classical free enterprize system toward a managed economy. Some details of the system are discussed together with some pitfalls which may be encountered. An example of the application of PPBS principles is shown.
