Abstract
The paper reviews measurements of the fluctuations and rates of fluctuation for environmental parameters affecting passive sonar system performance. In particular, measured statistics of deep-ocean propagation loss and ambient noise are discussed and interpreted. Effects of such fluctuations on the initial detection probability are presented in terms of their influence on the transition curve (that is, the dependence of detection probability on signal excess). The interplay between rates of fluctuation and the processor integration time is examined.
