Abstract
The report outlines an approach for developing conceptual data models and illustrates the approach in the context of a general model for topographic applications. Specialized data structures could be designed to support specific applications more efficiently but a general conceptual data model will prove more useful by permitting extension to a wide range of problem solving activities.
