Abstract
The purpose of the report is to delineate quantificable aspects of the global strategic environment. The distribution of such elements of power as population, territory, economic base and military strength is presented for the Western Community, the Soviet Bloc, China and the Southern Hemisphere. The nuclear relationship between the US and the USSR is then examined. The broad strategic considerations that shape the evolution of the nuclear forces constitute the context within which a detailed evaluation of technical indicators of the strategic balance is undertaken. Finally, additional information germane to Canada's human and material links with the world is given. Canada's position, interests and alternative security strategies are conditioned by the factors described herein.
