Abstract
There are a number of different standardization developments underway both internationally and within various nations that address the area of the exchange of geographic information. Formal standards develop slowly in public domain committees, and they are normally based on very well proven technology. The forefront research of ten years ago is now being standardized as common practice. HH Coding represents a new advance in the manner in which spatial data can be handled in data bases and in exchange data sets. In the future,this will have a significant effect on the development of standards for spatial data. In the short term, it is necessary to influence the process of standards development in order to ensure that the current standards do not block the development of HH Coding technology, and to begin the process of introducing this new technology into the framework of developing geomatic standards. This is a critical time for the development of standards for geographic data, because the new International Organization for Standardization (ISO) is setting the framework for its future work in defining world standards. It is important that the concepts underlying HH Coding make it into the reference model and schema for the new ISO Standards and into the next generation of DGIWG DIGEST and International Hydrographic Organization standards.
