Abstract
In May 1993, Associate CRAD created an ad-hoc committee to produce recommendations on the future of the Directorate of Defence Scientific Information Services (DSIS). The Committee first gathered data on the organization through interviews with the DSIS staff and customers, analyzed existing studies and surveys, scrutinized services and activities, scanned the organization's history and searched the literature to learn more about the situation in allied countries. The Committee also contacted a representative from Health and Welfare Canada to discuss cost-recovery systems and a representative from the Canada Institute for Scientific and Technical Information (CISTI) at the National Research Council to look into the possibility of transferring DSIS to that organization. Part I of this report details that research. Subsequently, the Committee analyzed the data and drew recommendations as responses to the specific questions that had to be answered about the DSIS mandate. The analysis and recommendations are reported in Part II.
