Abstract
The report assesses the situation of Strategic Nuclear Materials (SNMs) Safeguards and Reactor Safety in the Commonwealth of Independent States (CIS) and Eastern Europe (EE). It identifies the geographical location of these nuclear power plants, and examines their age, types and safety records. Several of them fail to meet the necessary safety practices common to other nuclear power reactors. The report furthermore identifies and examines stragetic implications flowing out of this situation. A conceptual framework for dealing with the SNM Diversion - Safeguards problem is developed and proposed. Finally, the role and functions of international organizations are discussed and examined.
