Abstract
The report documents the development of a theoretical model for the ocean clutter supporting the extension of a monostatic simulator, which was developed previously, to a ship-borne bistatic configuration. This bistatic backscattered Doppler radar cross section of the ocean is developed for the first order or Bragg scatter component only. In this development, a "narrow beam" receive system is assumed. For the simulation, it is assumed that a broad beam receive system can be represented adequately by a series of narrow beams. The radar cross section of the ocean is derived in the "ensemble average" sense in that no effort has been made to incorporate statistical variations in the ocean surface model or statistical variations in the received ocean clutter signal.
