Abstract
The report has been developed in response to a request from the Defence Research Establishment Suffield to assess the risk associated with the commercial operation of selected DRES facilities in order to quantify risks for insurance purposes. The project was carried out by Semeniuk & Semeniuk Inc. Participants in this project included Grnat Duncan, who prepared the main body of this report, Kaz Walewski, who developed Appendix "A", Joe Friend, who wrote Appendix "B", and Joe Semeniuk who wrote Appendix "C" and "D". The report is written to several audiences. First, it provides DRES with information and recommendations on ways to resolve their insurance issues relative to the Suffield Technical Centre concept. Second, it will be of value to any potential STC operators in meeting insurance requirements. Also, it will provide very useful information to any insurance brokers and/or underwriters who may wish to become insurance providers to the STC.
