Abstract
The document presents new methods for studying, analyzing and assessing the value, usefulness or goodness of the tactical information used by commanders in their decision process. These methods relate information quality and system measures of performance (MOPs) to decision and mission measures of effectiveness (MOEs). Finer-grained processing of relevant military exercise data results in hundrefold increases in sample sizes; this in turn improves the statistical significance and accuracy of the estimated MOPs and MOEs. The new DREV model-based measures (MBMs) use simple decision models to assess the value, usefulness or goodness of the picture a commander uses for a decision or a mission. The version of the DREV MBMs defined in this document focus on afloat-command information systems capabilities for supporting commander over-the-horizon targeting. However, they could evolve into measures for other missions such as search and rescue or area control, and furthermore into powerful real-time decision aids.
