Abstract
Canada's Maritime Forces are pursuing a Frigate Equipment Life Extension (FELEX) program, the intent of which is to maintain the capabilities of the City class frigates in the face of advancing threat technology. Maritime Operational Research was tasked to assist in deciding which potential upgrades should be pursued. A survey was conducted among senior naval officers to determine the relative priorities of upgrading ship capability in various warfare areas. Through the survey, it was determined that Air and Surface warfare capability have the highest upgrade priority, followed by Subsurface capability. Ship capability in the Mine and Shore warfare areas were given a much lower priority.
