Abstract
This memorandum presents a brief description of the current state of an advisor tool developed at DREV for the Air Commander, called Commander's Expert System Advisor (CESA). CESA takes a list of courses of actions (COAs) constructed in response to an event, evaluates them with respect to certain factors and subfactors, obtains a ranking of these COAs using priorities given by the Commander, and then recommends a COA. The main goal of this work is to report the results of a research project which redefined the factors and subfactors in CESA as 14 criteria in a multicriteria decision aid context. Many subfactors were eliminated, and new scales for evaluating the COAs were developed. This reformulation of the criteria is specific to events that correspond to the violation of Canadian airspace in a counterdrug scenario in a peace time normal context.
