Abstract
One of the first tasks given to the Strategic Planning Operational Research Team (SPORT), upon its establishment in January 1997, was to lead the effort of the Directorate of Defence Analysis (DDA) to develop a scenario-based capability planning framework. This framework is commonly referred to as the Force Planning Scenario Framework. After consulting with Canada's major Allies, reviewing the literature and exploring possible methodologies, a concept for the framework was specified. A proof of concept trial was undertaken during the Spring of 1999. Before providing the Director General Strategic Planning (DGSP) with the results of the trial, a briefing covering the background of the development effort leading to the concept was conducted. This report covers the content of the background briefing given to DGSP on 28 June 1999. This report also serves as one of the documents recording the history and process of the development of the Force Planning Scenario Framework.
