Abstract
This report presents an analysis of the project information presented by the Long Term Capital Plan submissions that may assist in defining a reasonable set of Canadian Forces capabilities necessary to address Canadian security requirements. Although problems do exist with the data collected, a statistical analysis of operational tasks from the Joint Task List provides a number of groupings of related tasks. These groupings can be used as support for an eventual definition of Canadian Forces capabilities. This report also gives the author's vision of a capability based planning process. In this process, risk is determined at a departmental level, then translated into a number of capability options. These capability options are addressed through projects. Combining the capability options with the project costs yields a blueprint to address the maintenance of overall CF capability for the lowest cost.
