- This report examines a wide range of issues related to military Human Resource (HR) modelling activities as conducted within the Personnel Operational Research Team (PORT). By examining a number of recent case studies, it is demonstrated that there is a strong and ongoing requirement for HR modelling to support military HR policy development in DND. A number of issues and concerns relating to the current state of PORT modelling capabilities are raised. These range from concerns about the technical state of current modelling tools to resource allocation questions to career progression issues within the Defence Scientist (DS) community. This paper provides several recommendations in this regard.
