This document is a report of a project to develop a new format for the Statement of Operational Requirement (SOR) used by the Department of National Defence to detail the requirements for new products and systems. This effort is the second phase of a project known as SOR-Spec Maker being completed by Humansystems Incorporated under contract to the Defence and Civil Institute of Environment Medicine (DCIEM) under PWGSC Contract No. W7711-6-7286/001-SRV. There were three objectives for the current project, which required that the project team (1) review the content of the draft SOR templates developed by both the Directorate of Force Planning and Project Coordination (DFPPC) and DCIEM projects and integrate them into one new SOR Template, (2) develop guidance on the format of new SORs using the new template, and (3) document an SOR development process. The development of the final SOR template and the associated SOR development process are documented in the main body of this report, with the new "Guidelines on the Preparation of a Statement of Operational Requirement" attach as Annex D. The SOR template and guidance document outlined in this report should fill the void (identified in Phase I of the SOR Spec Maker project) in the current acquisition process. TRUNCATED
