A New Technique for High Level Decision Support

Abstract
The Operational Research Division of the Canadian Department of National Defence receives frequent requests for high level decision support, many of which turn out to be variants of the weighted m-rankings problem. This report presents a new approach to the problem of finding a solution ranking which has maximum agreement with the input rankings. The input rankings may be weighted, may contain unlimited ties and may be incomplete. We have developed a new rank correlation coefficient which we have called tau-x because it is an extension of Kendall's tau. Tau-x is ideal as a measure of agreement in the weighted m-rankings problems. We have developed a branch and bound algorithm to search the solution space and a heuristic algorithm to use in large problems. Our methods are being successfully applied to support high level decision making in the Canadian Department of National Defence.
