Abstract
In October 1999, the Operational Research Division was tasked to provide OR support to the Canadian Land Staff (CLS) Army Restructuring Initiative. To examine the relative combat effectiveness of the Army force structure options being proposed, a Hierarchical Analysis Framework technique was to be employed with input from military subject matter experts. This report documents the work completed on defining the hierarchy elements. The intended audience for this report consists of those who may be required to conduct similar studies in the future.
