Abstract
This report documents a reassessment by the Defence Management Commitee (DMC) of the assumptions underlying Strategy 2020 and the process undertaken for this exercise. It reports on the review of the 1998 list of Strengths, Weaknesses, Opportunities and Threats (SWOT), and the voting and facilitated discussions on the validity and importance of the assumptions. It also describes the statistical analysis of the votes and the cluster analysis performed to look for schools of thought. Based on the discussions and analysis, the authors make several recommendations to the department of national defence / Canadian Forces in regard to balancing priorities within the Defence Plan. The report also makes a number of recommendations to improve similar reviews in the future.
