Despite the signing of treaties which constraints the massive use of chemical and biological weapons, some third-world and rogue nations still threaten to deploy them. Therefore, the process of biological weapon monitoring is a major concern to the Canadian Forces and to the defense community in general. The main difficulties associated with a successful plan of defense against this threat are to detect and characterise approaching suspicious clouds sufficiently in advance to allow the deployment of adequate measures of protection. Over the last years, a consensus between the Canadian defense community and its Allies emerged in order to address these difficulties. The proposed approach is to continuously provide a detailed status of the bioaerosol distribution over and surrounding areas of interest to the military authority. We believe that this operation can be carried out by an array of fixed and mobile remotely controlled point detectors combined with a stand-off detection capability using a technological approach similar to the one reported in this paper. The SINBAHD project was initiated in Spring of 1999 in order to investigate the capabilities of using a spectral range-gated intensified CCD camera and Laser Induced Fluorescence (LIF) to detect and characterise bioaerosol from a stand-off position.
