Career Flow Implications of Terms of Service Proposals for Non-Commissioned Members

Abstract
The Canadian Forces (CF) is developing a Terms of Service (TOS) structure better focused to its needs and those of its members. This study assesses the impact of the proposed TOS, with respect to extensions to the Intermediate Engagement and the Compulsory Retirement Age, on the Non-Commissioned Member population. The analysis shows that much of the projected impact of the proposed TOS is influenced by the current demographic profile. Although the proposed TOS will contribute to the aging of the population, the underlying historical trends with regards to the age of recruits and the residual influences of the Force Reduction Program will have a greater effect on the future demographics of the CF. The study also finds that the proposed TOS should result in longer careers for members and reduce recruiting requirements.
