Abstract
The unwanted radar echoes from the ionosphere are collectively called ionospheric clutter. It has proved to be the biggest impediment to achieving consistently good performance in long-range detection and tracking of surface vessels by high-frequency surface-wave radar. In this report the various types of ionospheric clutter are identified and their characteristics catalogued. This information will be used to develop ionospheric –clutter mitigation algorithms, which will be described in a follow-on report.
