Abstract
The Canadian Forces Experimentation Centre (CFEC) is leading a Limited Objective Experiment on Knowledge Management (KM) as an integrating experiment for US Joint Force Command’s (US JFCOM) Multinational Experiment 4 on the effects-based concept. As part of this initiative, CFEC is conducting a series of workshops in preparation for the experiment to develop a KM framework for effects-based operations. The first of the workshops occurred in October 2004. The aim of workshop was to review the US JFCOM KM Concept of Operations and Concept of Employment in order to determine the specific considerations and issues associated with a multinational-staffed coalition headquarters. The purpose of this technical note is to document the proceedings of the workshop, to capture multinational perspectives on the KM process and framework within an Effects-based process, and to highlight the outcomes of the workshop.
