Abstract
The Canadian Forces Experimentation Centre (CFEC) participated in Multi-National Experiment 3 (MNE 3) on Effects-based Planning led by the US Joint Forces Command (US JFCOM). The experiment included active participation from Australia, Canada, France, Germany, United Kingdom, United States, and NATO. MNE 3 was a concept refinement experiment with the following primary objectives: to develop and assess Effects Based Planning (EBP) process, to examine a coalition task force headquarters organization, and to identify technology requirements to support EBP. In order to assess the coalition and inter-agency based EBP process, the event was distributed across the participating nations using the Combined Federated Battlelab Network (CFBLNet) as a secure means to communicate, share information, and conduct distributed planning. MNE 3 execution took place 2 – 20 February 2004. Overall, this experiment demonstrated that EBP processes, organization and supporting technologies require further refinement in conjunction with related enabling concepts of Operational Net Assessment (ONA) and Knowledge Management (KM). The recommendation from the MNE 3 analyst team is for the Multinational partners to take specific aspects of EBP and to refine them through Limited Objective Experiments or events prior to being re-integrated in a follow-on effects-based operations experiment.
