Abstract
This memorandum provides answers to fundamental questions regarding Capability Engineering Process (CEP) goals, scope, inputs, outputs and conception principles. These answers were obtained through consensus as a result of several workshops conducted during the months of May and June 2004 with CEP team and Contractor personnel. Once approved, these answers will form the foundations upon which the detailed development of the first version of the CEP will be based. The team has identified one (1) main and six (6) secondary goals which are used to position the CEP as an overarching process bridging the Capability-Based Planning (CBP) activities and the individual materiel acquisition projects including non-materiel solutions. Major stakeholders are identified and a preliminary list of Inputs and Outputs is proposed. Finally, seventeen (17) conception principles are proposed to guide the detailed development of a first version of the CEP.
