This technical memorandum presents the data collection plan used for experiment 1 of the Joint Command Decision Support for the 21st Century Technology Demonstrator. The goal of the first experiment was to analyze the command and control and intelligence and information management processes of a joint operational headquarters in response to a major domestic event. In particular, reactive command and control and intelligence and information management processes in response to a request for assistance or request for transfer of authority and the development and maintenance of situational awareness were examined. Therefore, the aim of this first event was to assess existing CF processes, procedures and C2 applications to support time sensitive decision making when dealing with domestic operations. A 2010 Olympics scenario was used to simulate a complex decision-making situation in which decision makers are overloaded with information. This scenario was part of the PEGASUS GUARDIAN experiment run by the Canadian Forces Experimentation Centre in support of the RCMP Integrated Security Unit for the 2010 Olympics. Independent of the CFEC experiment, the metrics used with the Joint Task Force Games cell contributed to the validation of the initial knowledge of the JCDS 21 team about knowledge management, decision support concepts and technologies with respect to organizational and individual factors, situational awareness and operations planning and execution.
