Abstract
The intent of this report is to summarize the measurement objectives of the Northern Watch Technology Demonstration Program project. The objective of Northern Watch is to identify and characterize combinations of sensors and systems that will ultimately prove capable of providing a cost-effective Recognized Maritime Picture for the Canadian Arctic. In order to ensure that the project answers the questions it proposed, it is necessary to plan when and how the necessary supporting data will be obtained. This report details an assignment of objectives to the phases of the project, assigning them in a logical temporal order. As a result, questions that must be answered early in the project in order to inform later decisions and goals can be identified in time to collect the appropriate data.
