Abstract
The Probability of Identification (PID) metric is a method for measuring and scoring the quality of maritime Intelligence Surveillance and Reconnaissance (ISR) activities in an operational context. The metric presents a clear, easy to interpret, quantitative measure of effectiveness of maritime ISR activities over a defined period of time, and has been adopted by Canada’s regional operational commands as one of the standard metrics for maritime ISR reporting. The aim of this paper is to describe the theoretical and technical underpinnings of the PID metric for a scientific audience. The current metric serves as a starting point for evolving a much more comprehensive metric for maritime ISR.
