This compendium serves as the final report summarizing the work conducted between 2003 and 2007 under the Collaborative Capability Definition, Engineering and Management Technology Demonstration Project (CapDEM TDP). CapDEM was initiated by Defence R&D Canada in response to direction from the Joint Capability Review Board in January 2003 to define, demonstrate and validate whether the emerging concept of ‘Capability Engineering’ would prove viable for Force Development in Canada. A key contention at the start of CapDEM was that Capability Engineering (CE) must complement Capability Based Planning by providing a rigorous, traceable system-of-systems engineering process, enabled by the judicious application of tools and knowledgeable, well-integrated CE practitioners. To this end, CapDEM successfully explored and demonstrated the CE construct through its people, process and materiel (tool) components. The three components were tested through their combined application across three separate use cases. Key outputs include the specification and development of a Canadian CE process, which is currently available as a ‘webified’ tool; the identification and documentation of a recommended team construct, including structure, roles and responsibilities; as well as the development and demonstration of a variety of collaboration and systems engineering tools, including the concept of an ‘ACCESS’ facility that supports a distributed, multi-security level capability engineering
