Abstract
This report evaluates the usefulness of architectural frameworks and soft systems methodology to assist municipalities in their understanding of their resiliency systems, including an assessment of the requirements for municipalities to conduct such studies of their own and a template for future municipal use. The conclusions are based on the study that was undertaken in Pemberton Valley, with the ‘resiliency system’ defined as the set of plans, capabilities and resources strengthening the community’s ability to withstand disruptive influences and enabling it to recover from crisis events. The project demonstrates that Enterprise Architecture can have significant benefits in analysing complex systems due to its ability to capture multi-faceted systems and present a diverse range of consistent models and views. The Soft Systems Methodology (SSM) approach is also shown to make a valuable contribution to the methodology, if scaled to suit the circumstances along with the architectural approach. The project shows a continuum between small scale studies focusing on communities of hundreds of people to large scale studies involving hundreds of thousands or more. While the approach in each case would be very different, the authors maintain that the architectural concept of structured investigation against a standard framework and reference model can be scaled down from Pemberton to smaller communities and up to much larger communities.
