Abstract
The report, prepared for Defence Research Establishment Ottawa, documents the component of the data base appropriate to sea clutter and provides an assessment of data quality and its usefulness for sea clutter modelling. The assessment includes a review of the radar calibration and provides levels of confidence that could be placed on measurements of radar cross section (Section 2). Section 3 provides a review of data documentation including listings of environmental and radar parameters for each experiment. A discussion is provided in Section 4 on appropriate analysis techniques for use with the data. Selected sample calculations of sigma degree are provided in Section 5 for different sea states, wind speeds and grazing angles. These values are compared to the predictions of some existing sea clutter models. Section 6 provided conclusions and recommendations.
