Abstract
The report describes the further development of a computer program INSTRUM that may be used to determine the structural changes required to an existing finite element model in order to modify its lower natural frequencies in some prescribed manner. The program interfaces to the finite element program VAST. The basic theory governing the program and examples illustrating the use of the program are presented. A description of the user interface to the program is given.
