Abstract
Prior to development of an information system, it is necessary to study the object system, i.e., the system served by the information system. The paper establishes a framework for studying the problem by defining key subsystems of the global system and by developing the concept of the entrepreneur or agent of change; alternative design methodologies and a taxonomy of information systems in terms of significant design parameters. Finally user participation in building information resource centres is discussed, particularly from the point of view of directing social innovation associated with change in the environment for communication of information.
