The Department of National Defence and the Canadian Armed Forces face pressures to achieve their objectives efficiently and effectively. The Maritime Forces Pacific (MARPAC) Operational Research Team supports MARPAC and Joint Task Force (Pacific) (JTFP) naval exercises, as well as table-top exercises and wargames. Currently, each exercise is treated as a separate entity, and each time an exercise support requirement arises, a new data collection and analysis plan is developed. As there are many commonalities in the design, planning and delivery approach to both exercises and experiments, it was determined that it would be desirable to develop a recommended exercise support and experimentation framework for the navy that could be adjusted to fit any particular exercise or wargame requirement. The Naval Exercise and Experimentation Support Framework presented in this report is intended to improve exercise and experiment planning efficiency and effectiveness. It provides decision-makers and planners involved in the direction, oversight, planning, delivery, and analysis of exercises or experiments with an understanding of the exercise and experiment “cycles,” as well as the key inputs, processes and outputs required to conceive, design and develop combined training exercises and operational research experiments.
