Description of the two-echelon capacitated vehicle routing model used for the Northern Infrastructure Study

- This report documents the mathematical formulation of a capacitated vehicle routing problem (VRP) developed for the Northern Infrastructure Study undertaken for the Canadian Joint Operations Command (CJOC) by the Centre for Operational Research and Analysis’ CJOC Operational Research & Analysis team. The model is based on an Op LENTUS-inspired scenario requiring the evacuation of a large number of persons from or near the site of a major maritime disaster (MAJMAR). No other work within the Government of Canada has focused on the problem of a mass evacuation from an Arctic MAJMAR after the initial disembarkation from the ship. This work extends the basic capacitated VRP with the addition of constraints on cargo type interactions, fuel, and departure times, and adds a mechanism to model the declining health of evacuees as a function of their previous medical state and their current location. Fuel requirements for forward operations are modelled through inventory and consumption constraints, and are fulfilled naturally during the course of problem solution without explicit fuel demand variables. Recommendations are made for possible future model development.
