Abstract
Next Generation 911 (NG911) is the evolution of 911 emergency services to go beyond simple voice calls. NG911 is built upon data networks and is designed to be flexible in the types of data sources it can accept. The NG911 system of the future hopes to seamlessly accept multiple types of data, including audio, text, imagery, and video data and relay all of this wirelessly to end users. The objective of this project was to assess the impact of multimedia on 911 operators’ workflow and their ability to manage a 911 call. Live observations of 911 communications centres were conducted, followed by a Mission Function Task Analysis to better understand the domain and inform the development of simulation scenarios. A Repeated Measures Factorial experiment was conducted at the Regional Communications Centre of Regina, where twelve 911 operators from Regina Emergency Medical Services and the Fire Department participated in an experiment simulating a series of 911 calls.
