Abstract
The antagonisms between the USSR and China are not being moderated by the atmosphere of detente in global politics. The atmosphere has been produced by an expansion of co-existence relationships between the USSR and the West, and by the new form of interaction between China and the USA. The Chinese leaders however see grave dangers for their regime and for the rest of the world in the detente between the USSR and the NATO powers, as the USSR's position in the central strategic balance is being strengthened. The adoption of a new Chinese policy towards the USA has been motivated in part by concern at a perceived Soviet threat to China's security. In reaction to this policy the USSR has become more hostile to China, viewing the Sino-American relationship as a form of collusion directed against its vital interests. Tensions in the Sino-Soviet relationship will probably rise.
