Abstract
Until recently the great powers failed to grasp the military consequences of peaceful nuclear transfers to the Third World. On May 18, 1974 this short-sightedness came to an end when India exploded a nuclear device. Since then the supplier nations have worked together to prevent further nuclear proliferation but it might be too late, particularly in the Middle East.
